It came out in 2001, around about the time of 9/11 (remember that fact -- it will explain why the movie didn't get the promotion that it could have) and a Director's Cut was released in 2004. The jury is still out as to which one is better. The Director's Cut actually makes more sense, but some would argue that that's the point of the movie in the first place -- having to really work to get it.
As to genre, the sky's the limit. No one can be *told* what it is -- you have to see it for yourself.
But a fantastic film, nonetheless. As we speak, I'm getting ready to put the finishing touches on a 'Frank' avatar.
