Fleas in Genua?

I read this article in yesterday's paper this morning. Don't ask why I'm reading yesterday's paper, I didn't even notice up to now.
well, anyway. I thought I'd translate it for you, because it's... interesting. Interesting, but also a bit worrying.

Politics with bite
An unexpectedly biting debate took place in the district council of Genua. The reason was neither the topic nor the usual animosities between left and right, but some small, bouncing animals, which were happily hopping from one bench to the next. After the first female screams of shock the men in the Red Hall went big game hunting. One of the monsters ended under the heel of a representative, another one was squashed by hand on the coat of another councillor. And just like the biting animals themselves didn't show any political preferences or dislikes, the first-aid from the representatives also left out all ideological boundaries.
However they still disagree about the biological classification of the attacker. Dog flea? Cat flea? Human flea? Or some very rare, but aggressive species? Now the whole building will be fumigated. But not before the winter holidays, because the procedure takes eight to ten days. Up to then there won't be any boring debates in the council of Genua.

I suppose you can imagine my confusion. why are they talking about a Discworld city in a German newspaper? Wikipedia knew the answer: Genua in German and Genoa or sometimes also Genua in English is a city in northern Italy.
