You're after this thread (I just searched google for sir terry site:thudgame.com and it came up straight away)...
Basically it was a petition to have pTerry recommended for a knighthood. As far as I know, there haven't been any developments recently.

He is not yet but there is a petition to make him so, but as we had a march against a war with over 2 million of us on it and our politicians did not listen to us over that i think that the 1618 that have signed so far are unlikely to persuade those in power that he should be elevated to looking after the Queens garters
which i seem to remember is one of the responsibilities of those with a Knighthood. I think that its likely pTerry would rather spend the kind money you would need to bribe a politician for a Knighthood on our librarian friends which is one of the resons i signed anyway.
He does however have an OBE Order of the British Empire which might mean that if the Argentines invade the Falklands again we will have to send him out as a war correspondent it being one of the last bits of our empire.

The government has replied to the e-petition with this:
The Prime Minister recognises the achievements of Terry Pratchet and the widespread regard in which he is held. But it is of course the case that only about 60 Knighthoods are granted each year and there are many deserving candidates for each honour.
However, the government can assure you that your support for this suggestion will be taken fully into account.
So in other words: "maybe, maybe not."
